From tester:

In the template folder, what is the significance of having forecast.csv and observations.csv in two separate folders while rest three tables are outside of these folders.

The reasoning is that you could have a bunch of them and it is useful from a legibility perspective. I'm not opposed to getting rid of this structure if people find it unnecessary.
