Theming tutorial doesn't work as followed

When following the theming tutorial I finally get to the point of testing the theme here:

Open the application in your web browser and see that the Worker backgrounds are now red.

But no changes are seen in the browser.

I've tried stepping through the instructions twice (except for re-running dojo create theme) to make sure I have the code right to no avail.

I have a fix ready as suggested in gitter, but I need #444 and #446 to land first, since the fix is dependent on highlighting to make the package name correlation clear.
