reimplement CleanLinks as codesnippet for Nano Adblocker

Nano Adblocker is a fork of uBlock Origin whichs goal is to add more features like expanding the use of code snippets. if rewriting Cleanlinks for Webextensions is too difficult then it might help piggyback an existing addon and benefit from compatibility and things like rule parsing and filter updating.
