RFP: Create a FAIR data attestation community

This RFP focuses specifically on creating a community that implements the [FAIR principles for data stewardship](https://www.go-fair.org/fair-principles/). Submit a proposal to create a FAIR data attestation community. Request the resources you need to define the set of attestations. This might include resources you need to pay someone to spend their time on defining requirements, supporting moderators or bounties for review of submitted papers, or inputting papers and attestation requests on Nodes.

OUTPUT: A set of attestations that should be applied to nodes with FAIR-compliant datasets. A hypothesized infrastructure that might be able to be replicated and tested with other communities and that might emphasize how data stewards might be involved. Or anything else you think would be relevant!
