Problem

Currently the consumer states of consumer chains included in the provider's GenesisState do not contain anything in relation to Partial Set Security (PSS). This seems problematic and probably we should include PSS parameters there as well (whether the chain is Top N or not, the power cap, etc.).
This issue is about verifying that those fields are needed and updating the proto files, etc. appropriately.

This issue should extend to fixing the export / import genesis functionality of the provider module.
