IFS_RELEASE_10_3_0_0_81: Sync with wfr-psm 10.3.0

This commit synchronizes with wfr-psm 10.3.0 release codebase.
Changes include improved PSM2_IDENTIFY output, hardening of
APIs to return early on invalid input and some bugfixes.
