When I used ctk to query Chinese patients to the server, the server received garbled characters with no search results. I have changed the characters on the sending end to utf-8, but it still doesn't work

Are you sure you posted this to the right forum? I don't see anything related to CTK in these logs.

This is the information received by the server, and I modified the relevant encoder in ctk

You probably need to use the encoding that is negotiated when the connection is established. You can ask on the DCMTK forum and then report back here what you learned.
