Root filesystem for BOD docker instance too large

The root filesystem for the BOD Docker instance needs to be large enough to hold all the data that docker creates. 10GB was too small, and the current value of 200GB is likely overkill.

We need to figure out how much space is actually consumed when the reporting runs and provide that plus a healthy cushion.
