Add documentation for spatially varying calibration.

Run build_spatial_crop_params_arcpy.py to create .shp files

Set .ini file to True

Spatially varying calibration

spatial_cal_flag = True
spatial_cal_folder= D:\et-demands\upper_co\calibration
