Create full python image #17

The python alpine image does not have a full linux os that some librarier, like polars (technically rust), may need. Create a secure python image based on the standard python:3.12 image that can be used for any images that might require a more robust underlying OS.

I'm game. We'll need to check in on what our options are for approved base images. I think @lfatty is back next week. We can check with him.
