BioChatter build pipeline (Docker Compose) to build KG(s), vector DB, and BioChatter-driven frontend prototype

Combining #185, #186, #187, and #188, we aim to create a pipeline that builds these knowledge repositories as knowledge graphs and vector databases, and provides access to a user interface for asking Bioconductor support questions. Connect to the Bioconductor API calling functionalities once established (#191).
