don't work in win11 24h2

when I run "hysteria-windows-amd64.exe -c config.json" in win11 24h2 ,then get this error messages:"FATAL failed to run SOCKS5 server {"error": "invalid config: listen: listen tcp4 127.0.0.1:1080: bind: An attempt was made to access a socket in a way forbidden by its access permissions."}",but it work in win11 23H2 or win10, how to slove this problem?
