Warning on captionsetup[ruled]

What steps will reproduce the problem?
1. Compile any document with "fixlatvian" 
2. Use XeTeX compiler

Always generate warning:

caption: Unused \captionsetup[ruled]

What version of the product are you using? On what operating system?

Linux Ubuntu 13.10 system

Please provide any additional information below.

If in fixlatvian.sty file the line 
"\FixL@inpackage{float}{\captionsetup[ruled]{labelformat=latvian}}" is removed, 
no warning is generated.

It should do something with current version of 'captionsetup'
