Add database entries for un-initialized VTEC events

The database storage of VTEC events requires a VTEC creation status of NEW, UPG, EXA, or EXB. Sadly, there are isolated instances of when the issuance text is not disseminated by the NWS. This creates an ambiguous situation that can not be directly solved as followup text has not VTEC event start time. Perhaps fully dropping these events on the floor is not the best of all evils.

In the face of ambiguity, perhaps the best assumption is to create database entries with the product issuance time being the VTEC issuance time and so at least to have database entries for the event. A tangible problem is that the canonical URLs for the event, image overview will fail without these database entries made.
