If a repository has property svn:sync-from-url, add an extra button that 
triggers "svnsync sync"

Wouldn't this only work if the repo is 'on' your local machine?

I don't think so. svnsync help says it takes DEST_URL, not LOCAL_PATH
and I regularly run "svnsync sync svn://server/path"
so it seems you can trigger a remote sync
