Thanks to the question from Ki-Joune about experience with UNGSC in #214, I think we need to make clear the idea about the relationship with centralized service authorities like UN Global Service Centre.

My idea is that we should make sure we do not make any duplicate of efforts with centralized service authorities. We should be clear that our decentralization efforts are complementary.
