Mail desprately needs a rework

Description

Mail generally needs an overhaul to stop cargo getting beaten to death for everyone else's mistakes

Reproduction

Step 1. Deliver mail perfectly safe to the recipient
Step 2. Watch as the recipient breaks the box on purpose costing you money

OR

Step 1. Get package for a researcher
Step 2. Go to science
Step 3. Cry in the corner since the researcher is SSD

Expected behavior

Mail should not count in MailMetrics nor the cargo account if someone outside of cargo breaks it (to stop people just breaking packages they get just to get cargo fined)
Mail should not be assigned to people who aren't connected to the server (can be fixed via shoving em in cryo or taking the ID

Additional context

Cargo as a whole shouldn't be punished if someone decides to actively break mail, or if someone departed/disconnected gets an urgent package
