Add a tag management

Let the users write some custom tags to the host and the service.
The critical must be removed from the standard api and moved to these tags.

Plus it will help for this PR: https://github.com/Scalingo/api/pull/706
It will give the user a way to have a host field without any concern on overwriting it etc.
