[BUG] Some games have incorrect frame limit #91

Banjo Kazooie locks at 23.5/28.5fps (EUR/US) instead of 25/30 when audio is enabled. Frame limiter is fine when audio is disabled |

The fact that a game runs at 60 doesn't mean it's supposed to lock at that value. Whatever game will run at 60 if possible without sound (eg: SM64). |
Added target framerate on OG hardware |
Space Invaders locks at 40 (should be 60) |
Paper Mario is locked at 70 fps, should be 60fps instead. |
Super Smash Bros with Daedalus 0.4 locks at 71.9 fps during menus and 1 vs 1 battles (should be 60fps). |
