Describe the Bug

In build_biomass_potentials the potentials are calculated based on ENSPRESO for the sustainable biomass, which also includes biogenic municipal waste.
To calculate the unsustainable potential, currently the eurostat energy balance is taken. However, here the "renewable municipal waste" is taken as unsustainable potential. Not sure if municipal waste is considered as unsustainable because in ENSPRESO it is sustainable.

Please provide a description of what the bug is and add a minimal example/command for reproducing the bug.
