Describe you problem

执行sudo -s ./setup-tools.sh C++

checking that C++ compiler can compile simple program... no
configure: error: a working C++ compiler is required
make: *** 没有指明目标并且找不到 makefile。 停止。
make: *** 没有规则可制作目标“install”。 停止。
Verilator 5.028 2024-08-21 rev v5.028

您提供的信息太少,无法判断具体原因。建议您是用全新的 Ubuntu22.04 系统重新安装依赖。

The information is not enough to determine the reason of errors. By the way, please consider to use brand new ubuntu 22.04 to install all the dependency.
