PostGIS is not suitable as an alternative to a FILE format.

It would have to be SQL Dump in this case. But you can not work with the data directly, they would have to be imported first, therefore it's not suitable IMHO.

ah but if you are using shapefiles to locally edit data that you export to some other format postgis WOULD be an alternative

You're listing ESRI GeoDatabase as an alternative (which can use various back-ends including PostgreSQL), so related to #7 I think there needs to be clarification of ESRI GeoDatabase vs Personal Geodatabase.

More broadly, if you have a database then why would you need a file? I think this is an excellent opportunity to inform the community about PostGIS, even if this is not the use case for everyone. Related to #10 I think there needs to perhaps be different sections for different uses; e.g. data transfer, editing etc?

@talltom My understanding is that we're looking for an alternative file format to facilitate data exchange.
