We have migrated away from using Capistrano and Vagrant, but we still have a lot of the files baked into the project. This is a first pass at marking them for removal.

The branch be.capistrano-deprecated has the first pass at changes

I think most of it can go, we might want to preserve somewhere how it calls the rake tasks for updating modules and clearing the cache in deploy.rb, it's on my list of tasks but I haven't had anyone to work on it yet
