RTL - Not out the box I am afraid.
Multi-Language - Can be achieved using multi-site functionality using a domain per language. E.G

www.example.co.uk
www.example.ae

after my changes (add rtl helper class and some changes in url generator and multi calendar support), yes, now mrcms support rtl, but i don't know why, i'm afraid to pull my changes
i have 3 website with mrcms (multi language - rtl,ltr together)
send me mail for help you about that
