Establish process for post-accepted data review adjustment

With respect to #43, data need to be re-assessed regularly to see if adjustment need to be made in the quality department. A process should be established for what that is.

Two possibilities are a time based re-assessment and an event based re-assessment.

For time based, we would have to determine how often was sufficient to re-review the data and update its quality assessment. This may be very difficult to determine and may lead to a large amount of redundant work, i.e. checking on data and determining nothing has changed.

For event based, we could perform re-assessment based on changes directly to the data in the repository, i.e. someone makes a new PR to modify previously submitted data, or from an external event making a reassessment seem worthwhile.
