move primitive types to their respective packages

Currently, most of the types reside in the primitives/types package, but there are types specific to a given package that are not used elsewhere. For example, types related to the balances package only. There are other types that are considered core and used in many places, and there are others that are not related to the Polkadot protocol but rather to the Gosemble framework itself.

Restructure the codebase to have a clear distinction between the packages/modules and their responsibilities.
