Collection Page: Add Link Collection Button

Add a Link Button to the Collection Page, for linking this collection to another collection.
It will use the Select with filtering Component, described here: #388

It will use an improved API to the the list of collections, described here:
IQSS/dataverse#6467

Mockups from JSF. We will replace references to 'Dataverse' with 'Collection'
