Need to check against banned sites

To avoid submitting to sites that cannot accept jobs, the agent needs to be instrumented to look for banned sites (from the WMSAdministrator, or the RSS when available). Then, in case of banned sites, do not touch the application status (waiting or New, I can't remember).
