Lot of issues on Win10 64 bit (latest Max and latest min-dev package)

Hi all,
several issues on Windows. All are living in the help patch.

1. Under the "Compile Code" tag the "First choose the package" umenu is totally empty
   Choosing any entry in the "Chhose an object" umenu gives an error in console that tells "min.project: Could not generate project(s)
   with that specification." .
   Nothing happens when clicking on the big "bang" on the right side.

2. In the "Create a Package" tag when creating a new package afetr giving it a name this error on the console appears "min.project: A problem occurred trying to create the new package"

3. In the "Create an Object" tag the "Select the Package" umenu is totally empty and clicking on the bang "Name your object" totally crash/quit Max
