Bug in Windshaft's tile generation near meridian.. #410

I am attaching a PNG renamed as .txt. You can look at annotations - "This should not cut off" in that PNG.. Basically the orange filled circle appears half when it should still be full.

This seems to be a bug in the API used by Windshaft..
We noticed this problem yesterday..
Please review..

We also reproduced the same problem if you draw a polygon crossing the meridian. It will be cut off too..

Ante-meridian issues are a pain in the neck. We've planned upgrade Mapnik to v3 (from v2.3.x) and if the problem persists then we'll try to fix it.
