  1. azd init --template azd-starter-terraform -b pr/4412 Include branch that doesn't have config files.
  2. Run azd pipeline config

Expected:

Terraform azure-dev.yml generated with RS_RESOURCE_GROUP present.

Actual:

Bicep azure-dev.yml generated without RS_RESOURCE_GROUP present.

I think this may be related to #4160
