Consider Onboarding module having an Offboarding feature

The onboarding module automatically wraps incoming Cosmos Coins as ERC20s when they come from a whitelisted channel and have an ERC20 representation. For outgoing IBC transfers it would be convenient to automatically unwrap the ERC20 into a Cosmos Coin and then complete the transfer, where necessary.

Consider the security implications of adding this, we don't want a spam vector or the potential to lose tokens through lax conversion logic, or any other issues popping up.
