加班補休額度申請 #272

新增功能 - 申請補休額度
讓有加班的人(事先經過公司核准同意)上去申請補休額度
需寫清楚加班時間、加班原因等
並通知管理員審核是否生長此額度

need to add:

  • frontend/ page to check out overtime applications
  • mail notice/ when application be approved or rejected
  • rspec

need to fix:

  • overtime hours should not use working hours.
  • the effective_date of leave_time should be same as the start date of overtime application.
